Criminal Activity is Too Commonplace
While well-intentioned, low cost recovery residences exist, the reality today is that many for-profit businesses are exploiting addicts, their families, neighborhoods, our national and state support for mental healthcare insurance, and loopholes in the law. Because we frequently encounter legislators and rehab advocates that are either unaware of the crisis or believe all recovery is good recovery, on this page, we are categorizing and summarizing the many symptoms of an industry that is too steeped in criminal activity.

Because the State and Federal government are uninvolved in the advertising and quality of treatment and services offered, recovering addicts are left susceptible to false advertising, as well as “luxury” marketing. Businesses promote services ranging from meals to genealogy to yoga to equine “therapy” as part of a package of services and housing that can cost $3000/day. Recovering addicts sign contracts and later are billed for surcharges and extra fees.

Patient brokering is considered unethical, even in places where it is barely legal. Still, it's a common practice by many for-profit, Addiction Treatment Providers to pay a per-patient fee for referrals, which means patients are sent to more expensive rehab that isn't customized to their needs.

Overcrowding
Most California municipalities require that a property in a residential neighborhood housing 7 or more adults acquire a Conditional Use Permit. Operators make far greater profits if they warehouse as many tenants in a house as possible, and are therefore attracted to larger houses, and houses where outsiders cannot identify how many adults are coming and going. Yet, they know cities will not tolerate this abuse of tenants. Operators of unlicensed properties claim their tenants are acting as a "family," so cities cannot easily inspect the house to identify that a CUP is required. Tenants do not know their rights, and don't complain of overcrowding.

Curbing or Dumping of Tenants
Recovering addicts in "sober" tenancies are subject to sudden eviction under the circumstances where their insurance runs out or they relapse. Often times, the residence will hold on to their possessions, and the former tenant contacts local sheriffs to get their possessions back. If they are truly out of funds, they may end up homeless.
